. >> commissioners, it will place you under your regular calendar, item 12, western soma community plan - informational discussion - no. 3. this is an informational item only. >> garv, president fong, commissioners. cory teague for staff. this is the last scheduled information hearing for western soma before the adoption hearing next week on december the sixth. this is a little unlike our previous informational hearings in that we do not have new materials for you to review for this session. it's at the request of the president to allow time for additional discussion and comments on any issues that are unresolved or so far today have not been thoroughly discussed. so, just to run down a few of those, just as a reminder, first of all, if you are a member -- weeks ago we talked specifically about the issue of entertainment uses and proposed zoning on 11th street between harrison and folsom and we presented you with a number of options and what each of those options would entail. there was a discussion in commenting. specifically, there were a few commissioners that called out option 3b as
and a number of our clients have been involved with the development of the western soma plan over the last ten years or so and for a couple reasons, we think that the western soma plan should be able to just kind of move forward and allow the central corridor plan to run its course. one project sponsor has been waiting a long time for these controls to go into effect and the central corridor plan is probably going to take another two or three years. before it goes into effect, [speaker not understood]. yeah, thank you. >> thank you. >>> good afternoon, commissioners. i'm john goldman of goldman architects. i spoke to you two weeks ago. we are the architects of the 343 50 11th street project which is now painted purple and is therefore very obvious on the street. to reiterate what cory was saying, we have an active permit submittal that was put in in 2005. because of the western soma planning process and the e-i-r process for the western soma which started actually after we submitted, we were told by planning that our project could not proceed unless my client paid for their own e-i-r, which wo
a hearing to move forward -- further forward on western soma. the final thing i'd like to bring up is the four blocks that overlap the potential central corridor that are a part of western soma. i think, you know, we really need a little bit more information as to what might be proposed for this area. what are the potential solutions? are there plans for additional high density, additional parking? some of the things that may be in conflict with that area. and while we scrutinize closely the 11th street area, we've done almost no scrutiny at all over the area that possibly could be contentious. i'm not advocating for keeping this area or any part of western soma on hold until the central corridor is ready to go forward because that doesn't make sense. but i think we really have to know where the possible areas of conflict may be, what could be done to make the two compatible, and what are the options that would be before us. i know we can't jump ahead two or three years to know exactly what may be planned for central corridor, but perhaps someone could give us some insight into wha
of housing to expend soma community stabilization fund dollars in the amount of $760,000. >> supervisor kim. >> thank you. i've introduced a resolution authorizing the mayor's office of housing to expend the soma community stabilization fund dollars in the amount of $760,000. this innovative fund, as many of you know, was approved as part of the rincon hill area plan that is intended to be used to address the issues of destabilization of residents and businesses in the south of market due to development in the rincon hill area. the fund that we are authorizing today is the third round of funding through the soma stabilization fund and is consistent with the latest strategic plan for the fund. as a south of market continues to grow and improve its new development and projects it is important that we continue to work on stabilizing current residents and businesses that have been a part of this neighborhood for decades. the stabilization fund gives us the opportunity to pilot tools and strategies outside of the mayor's office of housing's typical grant programs that are often restricted by gui
not proposing to do a legitimatization process within western soma. >> i just think that -- i think that commissioner moore's questions to a certain extent asking about how we treated things in eastern neighborhood and how that applies to western soma. and i recognize that every treatment -- i know we've been trying to -- we looked at market octavia and we looked at eastern neighborhoods. we're trying to create some degree of consistency across how the code treats some general principles and i just think that to the extent that that was done in eastern neighborhoods or in other plan areas, i think it's u.n. reasonable to see how we might do this in this plan area. if there is a strong compelling reason not to to understand what those compelling arguments are, and how it impacts people because, again, i think there's a reasonable expectation that what happened in the process of eastern neighborhoods would then carry over to the new process. and, so, i think that's what we need to kind of figure out and work on. and then the same thing you're talking about with grandfathering, i don't
, and developers to provide an analysis of soma housing stock, plan development and potential displacement, and two, to facilitate and provide leadership development and education to low-income residents regarding housing and development issues. most staff and the cac reviewed the proposals and is recommending $100,000 to fund the agency neighborhood design proposal to provide analysis and communication and leadership development services and $60,000 to partially fund the veterans equity center proposal to provide leadership development training. both over a two-year period starting in january 2013. the neighborhood and business coordination program was intended to develop and implement a program that connects soma residents, community-based organizations and small businesses located in the neighborhood to create employment opportunities and other connections to achieve neighborhood cohesion. we did receive proposals on this program area, but the committee and staff decided not to recommend funding to any of these proposals. we do intend to re-release this rfp early in 2013. the community council p

that is behind my memo is an update on the planning commission review, the latest review of the western soma community plan, the planning department was given an informational update on this plan that's been ten years or so in the making on november 15th, and the memo they were given to review is attached again, take it home, it's not something you can read up there, it outlines the update they were given and i wanted to highlight the ideas presented the 11 street, what they're calling entertainment corridor, we don't have anything properly called an entertainment corridor, there are 8 different options outline ined this memo presented to them, they protect various current entertainment venues and current housing, all options attempt to minimize conflicts that occur when entertainment and housing are currently not planned for in san francisco as you well know, so the interest we have here in getting involved in that planning process and i know commissioner tan and commission near hyde were at that presentation at planning, we do want to get in as early as possible so that our permittees and

on economic and employment support that prioritizes local residents. something so much like the soma stablization fund that we heard earlier. specifically i like, i want to create pathways and support around eviction prevention, down payment assistance, tenant repair and maintenance and healthy outcomes as well through support services from local nonprofit providers, lion martin, alliance aids health project and others. i'm committed in the seat of staying connected and accountable to the evolving concerns of residents, low income residents, through periodic check-ins with leaders who i have relationships with, with community housing partnership, mercy housing and others. and this of course is on top of my day-to-day work at the lgbt center where a majority of individuals who come through the door on a daily basis are low income, many extremely low income. so i want to reiterate my desire to serve in this seat on this committee and thank you for your time this afternoon. >> thank you, mr. wolff, thank you so much for coming back again to the rules committee. i just have a quick que
